L.A. County Offers Free Soil Testing and Remediation for Eaton Fire Standing Homes
LA County's $1 million New ROOTs Eaton Canyon Pilot Program offers free lead soil testing and up to $60,000 in remediation per property for approximately 20 eligible homeowners.
Eligibility — Homeowners must meet ALL requirements:
- Own a single-family standing home in Altadena or unincorporated Pasadena within the eligible Eaton Fire-affected area.
- The property was their primary residence before the fire.
- The home is habitable and currently owner-occupied.
Priority is given to households with pregnant residents, children under age 6 living in or regularly visiting the home, or household members with elevated blood lead levels. Households with children ages 6–17, older adults, or people with disabilities receive additional priority consideration. These categories determine selection priority, not basic eligibility. Applications close November 25, 2026, at noon. Funding is limited to approximately 20 properties. This program addresses soil contamination, not indoor dust, and does not establish that a standing home is safe for occupancy.
