New State Law Passes SB 1090 & Temporarily Limits Density Provisions in Altadena
SB 1090, the Keep Altadena Land in Altadena Hands Act, was signed into law September 30 and took effect October 1 as an urgency measure following a broad, community-driven campaign by Altadena residents, fire survivors, community organizations and local leaders. Hundreds of residents attended Town Council and emergency meetings, signed petitions, contacted legislators, shared their stories and rallied publicly in support of the measure, with Senator Sasha Renée Pérez describing its passage as “truly…a community-driven effort.” The law establishes a three-year Altadena-specific moratorium on SB 1123, which otherwise allows increased residential density on certain properties, giving the community additional time to rebuild before facing increased development and speculative pressures. The measure does not prohibit rebuilding, ADUs or all housing development and preserves important options for individual property owners.
