New ROOTs Soil Testing & Remediation Program: Apply by November 25

LAs County's New ROOTs pilot program offers qualifying homeowners in designated unincorporated Eaton Fire-affected communities professional soil assessment and potential lead-contaminated soil remediation. The program provides eligible services valued up to the advertised maximum, rather than direct cash assistance, and is separate from indoor contamination testing and remediation. Applications close Wednesday, November 25, 2026, at noon. Eligibility — Homeowners must meet ALL the following requirements:

  • Own a single-family standing home in Altadena or unincorporated Pasadena within the eligible Eaton Fire-affected area.
  • The property was their primary residence before the fire.
  • The home is habitable and currently owner-occupied.

Priority is given to households with pregnant residents, children under age 6 living in or regularly visiting the home, or household members with elevated blood lead levels. Households with children ages 6–17, older adults, or people with disabilities receive additional priority consideration. These categories determine selection priority, not basic eligibility.
