CA Budget Includes $15 Million for the CARE Fund
After months of survivor-led advocacy, the 2026 budget package includes $15 million for the Community Aid for Rebuilding and Equity (CARE) Fund. The budget language provides for California Community Foundation administration and recovery activities that include rebuilding-gap support, community land banking/acquisition, nonprofit and Community Land Trust partnerships, and survivor-oversight coordination. $10 million of the $15 million is specifically designated for community land banking/acquisition.
This is an important funding win, but it is not yet an open survivor application program. Implementation details, eligibility and distribution procedures still need to be developed.
