SB 1090 Is Narrowed as Altadena Housing Debate Moves Forward
SB 1090, Senator Sasha Renée Pérez’s Altadena recovery housing bill, was amended again on August 20 after months of debate among survivors, housing advocates, preservation groups and community organizations.
The current version establishes a prospective moratorium on new applications in ZIP Codes 91001 and 91003 under the Starter Home Revitalization Act, beginning October 1, 2026 and running until January 1, 2030. Applications already submitted before October 1 can continue if they meet specified deadlines, and the bill creates an exception for qualifying 100% affordable developments sponsored by community land trusts and certain nonprofit housing organizations.
The revised approach follows a coalition request from Altadena organizations to preserve protections against speculative redevelopment while removing provisions that could eliminate rebuilding options some underinsured homeowners may need. The bill remains active in the Assembly floor process.
